Advances in TIE- Training Impact Evaluation

TIE – The Holy Grail of training professionals.

In the modern workplace, proving the benefits of our development activities is not always easy. But in order to know what activities truly add value and help to achieve our goals, measuring results and providing evidence of our success is vital. Measuring the impact of public sector training is highly important but it is often not done effectively or indeed at all. Using a blend of master class, practical cases and informal seminars which is the hall mark of SCEPSTA, this conference addresses advances in the key considerations for measuring the training impact in all of our public sector organizations.
We are delighted that Dr. Richard Boyle Dorothy McKee and SCEPSTA’s very own Aleksandar Živanović who all have international reputations in this area, have agreed to share with us some of their experiences in an informal master class and seminar as we discuss the most current methods to deliver training with measurably tangible results.

Position: Head of Research, Publishing & Corporate Relations

Area of Expertise: Richard has worked with the IPA since 1986. His research interests focus on public service modernisation, managing for results in the public sector and developing and implementing effective performance management and evaluation systems. He has researched and written extensively on public service reform. He has worked widely with Irish central and local government, the OECD and the World Bank. He has published numerous books and papers on public service management. He is a member of the International Evaluation Working Group on policy and programme evaluation. On the editorial board of the International Journal of Public Sector Management. On the board of the European Evaluation Society (2002-2005), and chair of the Irish Evaluation Network.

Dorothy McKeeDorothy McKee

Position: Senior Lecturer and Course Director

Area of expertise: Dorothy has worked for the Ulster University for over ten years . She has an MA in Occupational Psychology and has published extensively on the features required to motivate employees to apply learning in the workplace. Her specialism is measuring the effective application of soft skills such as leadership in the workplace.

Aleksandar Živanović

Aleksandar Živanović, a development professional with 19 years of experience as programme and training specialist at national and international development and peace-building agencies in Western Balkans and in short term consultancies worldwide. Started his career as a journalist in 1995 and continued as a manager and specialist in capacity building programmes focused on transition and development, alternative dispute resolution and public and judicial sectors reform. He has extensive experience in all phases of training cycle management (training needs assessment, recruitment of experts, training design, monitoring of delivery and evaluation/impact assessment) and training delivery, including on the-job-coaching. He worked for international development agencies including United Nations Development Program (UNDP), International Finance Corporation (IFC), Organization for Security and Co-operation in Europe (OSCE), Canadian Institute for Conflict (CICR), Delegation of the EU to Bosnia and Herzegovina as well as managed several national associations in Bosnia and Herzegovina focused on alternative dispute resolution, peace-building and related capacity building and training. Since 2015 has implemented studies of impact assessment and return of investment from learning and training and is a certified RoI professional by RoI Institute, USA. Aleksandar has a B.A. in journalism and is finishing his M.A. thesis in contemporary sociology.
